Early Health Plan renewals and COBRA
If a company is subject to the Federal COBRA law, COBRA premium rates can only be changed at the end of a 12 month determination period. Therefore, a company who is electing early renewal and receives increase, cannot change rates on QBs.

Time to Count Employees for COBRA
To determine if a group health plan is subject to federal COBRA or PA Mini-COBRA in 2013, you will need to count the number of employees you have in 2012. If there are 20 or more employees for 50% of the business days, you qualify for COBRA.
