Summary of Benefit Distribution
Highmark DE releases sample letters which will accompany all group renewal starting on or after 9/23/12. Highmark will provide the SBC for actively sold plans, included in the renewal. It is the employer responsibility to distribute to employees.

HSA Compatible High-Deductible Health Plan Update
As you know, the IRS announced the new 2013 max contribution and minimum deductible, earlier this year. As a result, clients in a HDHP will automaticall have their plans changed at anniversary beginning with 1/1/13, in order to comply.

Medical Loss Ratios
Per PPACA, carriers who did not meet the government set levels for MLR, had to pay rebates back to individuals or employers who were insured during 2011. Highmark DE (as well as PA and WV) did meet requirements and as such are NOT paying rebates.

Individual Underwriting Guidelines Updated
BCBSDE has updated their UW guidelines for their individual market in an effort to reduce wait time for approvals. By reducing requests for additional medical info, rather conducting a 6 month retro review of claims activity on post-sale basis.

Delaware Law Changes: Mini-COBRA Coverage
Delaware signs Mini-COBRA into law, affecting new business or group at renewal on or after June 21, 2012. New law requirers employers under 20 employees to offer a 9 month continuation to employees until 12/31/13 when the law expires.

Premium Subsidy Initiative
BCBSDE announces that beginning July 2012 for Individuals (pre/post 65) policies, subscribers will see discounts on their monthly bills. DSGIT will begin in the Fall. This is result of BCBS affiliation with Highmark and a cost control initiative.
